BCPNP – Health Authority

The Health Authority stream gives a permanent residence pathway to people working for a health authority in B.C. If you are a physician, midwife or a nurse practitioner, you may also be eligible to apply under the Health Authority stream.
You do not need to register for this stream. If you meet eligibility requirements, you can submit an application directly to the BC PNP.

Language

Candidates with a job offer at NOC Skill Level B must provide language test results proving English or French language proficiency at CLB 4 or higher. Candidates with job offers at NOC Skill Level 0 or A are exempt from the language proficiency requirement.

Work/Business Experience

  • Have a minimum of two years of full-time (or full-time equivalent) work experience.
    • This experience may be from work performed within Canada or abroad, and must have been obtained within the last ten years.
  • Be qualified to perform the duties of the job.
  • You must meet the education, training, experience, and qualifications outlined by the public health authority.

Job Offer

  • You must be offered indeterminate (the job offer must not be temporary or have a defined end date), full-time employment with a B.C. public health authority, as a:
    • Physician
    • Specialist physician
    • Registered nurse
    • Registered psychiatric nurse
    • Nurse practitioner
    • An allied health professional such as a:
      • Diagnostic medical sonographer
      • Clinical pharmacist
      • Medical laboratory technologist
      • Medical radiation technologist
      • Occupational therapist
      • Physiotherapist
    • Midwife
  • Employees of a B.C. public health authority:
    • You must be offered an indeterminate, full-time position as a direct employee of one of B.C.’s public health authorities:
      • Provincial Health Services Authority
      • First Nations Health Authority
      • Fraser Health
      • Interior Health
      • Island Health
      • Northern Health
      • Vancouver Coastal Health
      • Providence Health Care
  • Your job offer may be in any occupation, at any NOC TEER category, with a B.C. public health authority.

Wage or Salary

The wage stated on your Job Offer must be at market rate and comparable to the rate paid to workers with a similar level of experience and training for equivalent jobs in BC (bonuses, commissions, tips, housing allowance, etc. are not considered part of your wage).

Employer Official Letter

If you are a physician, nurse practitioner, or midwife, your application must include a recommendation letter and supporting documentation from the health authority or midwife practice group that confirms:

  • Your qualifications
  • That you are or will soon be working as a physician, nurse practitioner, or midwife in BC
  • Your work location
  • That the health authority or midwife practice group supports your BCPNP application

Employer Eligibility

  • Your employment must provide economic benefit to B.C.
  • Established in British Columbia
  • Your employer must have one of the following business structures:
    • Incorporated in B.C. or extra-provincially registered in B.C.
    • Registered as a general, limited or limited liability partnership in B.C.
  • The BC PNP also accepts applications from the following public sector or non-profit organizations established in B.C.:

    • Provincial and regional health authorities and agencies
    • Public post-secondary education and training institutions
    • Public school districts
    • Private non-profit post-secondary institutions that are accredited by, or registered with, The Private Career Training Institutions Agency of BC
    • Institutions supported by the Government of Canada or the Province of B.C. conducting research in natural and applied sciences, engineering, computer and information systems, or health sciences
    • Provincial/federal/municipal government organizations and agencies
    • Other non-profit groups registered as charitable organizations and/or incorporated under an applicable federal or provincial act.
  • Complete and Sign Employer Declaration Form
  • Valid Business Licence
  • Provide supporting documents:
    • Job offer letter
    • A recommendation letter
    • A detailed job description
    • Company information
    • A copy of the Certificate of Incorporation
    • A copy of the municipal business licence
  • Your employer must have operated in B.C. for at least one year (two years if you are applying under the Entry Level and Semi-Skilled (ELSS) stream).
  • Minimum Number of Full-Time Employees in British Columbia:
    • If your employer is located within the Metro Vancouver Regional District, your employer must have at least five indeterminate, full-time employees (or full-time equivalents) who are performing their work from within B.C.
    • If your employer is located outside of the Metro Vancouver Regional District, your employer must have at least three indeterminate, full-time employees (or full-time equivalents) who are performing their work from within B.C.
  • Follow laws and regulations
  • Make Genuine Efforts to Recruit Locally
  • Your employer must demonstrate that there is a genuine need for the position.

Additional Requirements

  • Qualification Requirements for Health Care Assistants/Aides and Dental Assistants
    • Only health care assistants/health care aides are eligible for nomination under NOC 33102.
  • If you have been offered a job as a health care assistant/health care aide, you must be on the BC Care Aide & Community Health Worker registry at the time you apply to the BC PNP.
  • If you have been offered a job as a dental assistant (under NOC 33100), you must have the licence to work in that occupation in B.C. at the time you apply to the BC PNP. Unlicensed dental assistants, such as chairside dental assistants, are not eligible for the BC PNP.
  • If you are a healthcare professional, you may wish to contact Health Match BC. They offer free recruitment services for select healthcare professions on behalf of B.C.’s health authorities.

Funds

You must demonstrate that you meet minimum income requirements according to your

  • Gross annual wage in the Job Offer
  • Location of residence in BC
  • Number of dependants

You can include your spouse/partner’s gross annual wage if they work in BC. Bonuses, commissions, tips, housing allowance, etc. are not included when calculating your wage.

The annual wage is calculated as: (hourly rate) x (hours worked per week (max 40h)) x (52 weeks a year).

Ineligibility

The BC PNP will not nominate someone who:

  • Is prohibited from entering Canada
  • Is in Canada and is out of status
    • An individual whose status has expired, and who has not applied for restoration of status within the 90-day eligibility period, will be considered out of status
  • Is working in Canada without authorization
  • Has an unresolved refugee claim in Canada
  • Is under a removal order in or outside of Canada
  • An individual can only have one active BC PNP registration and/or application at a time

The BC PNP will not approve applications from:

  • Employers involved in producing, distributing, or selling pornographic or sexually explicit products, or providing sexually oriented entertainment or services
  • Employment agencies and similar placement firms unless you are directly employed by the agency and you are contributing directly to the employer’s primary line of business
  • Any other type of business – or activities of the business – that by association would tend to bring the BC PNP or the Government of British Columbia into disrepute

Submission of Application

For the Skills Immigration category (not aligned with Express Entry), candidates must:

  • Qualify for the minimum HA stream eligibility requirements.
  • Apply to the HA stream by submitting their application through BCPNP Online (filling in forms and uploading required documents).
  • Apply for Permanent Residence to the federal government (IRCC) within 6 months of receiving the provincial nomination. Candidates need to apply on paper to IRCC, and include the nomination documents received from BCPNP.
