MPNP – Skilled Workers Overseas (SWO) – Manitoba Experience – Temporary Foreign Worker

To apply to the Skilled Worker Overseas (SWO) Pathway, you must demonstrate an established connection to Manitoba through either:

  • Manitoba Experience
  • Manitoba Support
  • Manitoba Invitation

Manitoba Experience means that in the past, you lived in the province as a temporary foreign worker or international student.
If you were a temporary foreign worker, you must have worked full-time for a Manitoba employer at least six consecutive months. You will be asked to submit a signed letter of reference on company letterhead and a copy of your Manitoba work permit.

Age

You must be between 18 - 49 years of age

Language

To demonstrate your level of English proficiency, all applicants (except those currently working in Manitoba in TEER 0, 1, 2, or 3; previously NOC 0, A or B) must submit valid official results of an MPNP-approved language test taken no more than two years prior to the date you submit your MPNP Online application. Applicants whose occupation is classified at TEER 4 or 5 (previously NOC C or D) must, in order to be eligible to apply, have at least CLB/NCLC 4.

Education Outside Canada

A minimum of either a:

  • One-year post-secondary program
    or
  • Trade certificate is required

Work/Business Experience

However, if the applicant is demonstrate an established connection to Manitoba through:

Manitoba Experience which means that in the past, you lived in the province as a temporary foreign worker or international student.

  • If you are a temporary foreign worker, you must have worked full-time for a Manitoba employer at least six consecutive months.

Work Permit / Temporary Permits

You must provide a copy of your Manitoba work per mit.

Employer Official Letter

You will be asked to submit a signed letter of reference on a company letterhead

Employer Eligibility

  • Your employer must be incorporated or registered by or under an act of the legislature of a province or the Parliament of Canada and operating as a business that has an established production capability, plant or place of business in Manitoba.
  • Your employer must demonstrate to the satisfaction of the MPNP that they are an established business with an ability to offer you full-time and long-term employment in Manitoba.
  • Any periods of self-employment, unauthorized work, or periods of employment during which you were engaged in full-time study (ex: work experience gained on a co-op permit) will not be included when calculating the period of qualifying work experience in Manitoba.
  • Requirements for international students from other provinces: If you graduated from a post-secondary program in another Canadian province and want to apply to the Skilled Worker in Manitoba pathway because you’ve been offered a job in Manitoba, to be eligible, you must first have been working for that Manitoba employer for at least one year.”

Adaptability / Accompanying members

Adaptability points are calculated according to documented proof of an established connection to Manitoba and employability in your assessed occupation, demonstrating that you have the genuine intention and ability to successfully settle and economically establish in Manitoba as a permanent resident.
A connection to Manitoba is required of all applicants. You can only receive points for one type of connection, even if multiple apply to you.
In addition to adaptability points, you may also score points for regional immigration for having a connection to, and planning to settle in, a region of Manitoba outside the city of Winnipeg. Regional points are supplemental only and cannot be a substitute for another connection to the province.

Intention to live in Province

you must have the genuine intention and ability to successfully settle and economically establish in Manitoba as a permanent resident.

Additional Requirements

*All candidates indicating that they plan to settle outside of Winnipeg must, at the time of application, satisfactorily demonstrate that they have a convincing connection to a region outside of the capital city indicating a strong likelihood that they will make a long-term economic contribution to that region.

Funds

Settlement funds are sufficient and available funds that economic immigrants must prove they have to settle in Canada. Funds must be readily available to you. You cannot borrow this money from another person.

All applicants should have, at minimum, $10,000 plus $2,000 per each accompanying family member (in Canadian dollars).

Ineligibility

“The following are not eligible to submit an application to the MPNP:

  • Refugee claimants, or individuals involved in a federal appeal or removal process
  • Live-in Caregivers currently living in Canada
  • Temporary foreign workers currently working and residing in a province other than Manitoba
  • Spouses of Canadian citizens or permanent residents
  • Individuals who have been refused by the MPNP within the last six months and who are not able to address the reason(s) for refusal
  • Individuals who have an active immigration application with any other provincial immigration program or federal immigration program in Canada. Note: an Express Entry profile is not considered an immigration application.
  • If you or your spouse already have an active MPNP application, you are not eligible to submit an additional application to any other stream/pathway of the MPNP.”

Application Fee

The fee for this stream is set at 500 CAD.

Submission of Application

  • Create an Expression of Interest (EOI) profile.
  • If you receive a Letter of Advice to Apply (LAA), submit a full application to the MPNP.
  • Applications are thoroughly assessed by an MPNP officer.
  • Successful applicants are nominated by the MPNP.
  • Within 180 days from the date of nomination, make a separate application to the Government of Canada for permanent residence for you and your family.
