NBPNP – NB Express Entry Stream – Student Connection

The province of New Brunswick is now accepting EOIs (Expressions of interest) under the New Brunswick
Express Entry Stream from international students from any designated institutions located in New Brunswick
in a program that is eligible for a PGWP (post-graduation work permit) who meet all program criteria

Requirements to qualify for EE

To be eligible for nomination through the NB Express Entry Stream, you must:

  • Create a Federal Express Entry Profile and be placed in the pool of candidates. You can create a profile at any time through IRCC.
  • Meet the requirements of at least one of the Federal Express Entry Immigration programs:

Federal Skilled Worker Program.
Canadian Experience Class This stream is aligned with Express Entry, and if nominated, a candidate will receive an additional 600 CRS points in their Express Entry profile

Age

between 22-55 years of age

Language

obtained a minimum score equal to or greater than
a Canadian Language Benchmark (CLB) 7 for English; or,

  • Niveaux de compétence linguistique canadiens (NCLC) 7 for French in all four language abilities:

reading, writing, listening and speaking,

Education in Canada

  • International students from any designated institutions located in New Brunswick in a program that is eligible for a PGWP (post-graduation work permit) and:
    • Have completed their studies in the past six months, are currently living in the province and are actively seeking employment in the province
    • OR
    • Graduate students (Masters and PhD) enrolled in thesis-based programs: may apply once your thesis has been officially submitted for evaluation.
  • If more than six months have passed since the completion of your studies, you will no longer qualify under the NB Student Connection.
  • The minimum duration of study required is a one-year degree, diploma, or certificate program.
  • Proof of completion of studies is required from the institute.

Work/Business Experience

  • The minimum work experience required for this program is at least one year of full-time paid work (1,560 hours total) or an equal amount of part-time work. The work experience must be in the following National Occupational Classification (NOC) TEER categories:
    • TEER 0
    • TEER 1
    • TEER 2
    • TEER 3
  • Your work experience can be in Canada or abroad.
  • Your work experience needs to be in the same type of job (have the same NOC) as the job you wish to use for your immigration application.
  • Your work experience must be paid work.
  • You can meet the one year (1,560 hours) of continuous work requirement in multiple ways:
    • Full-time at one job: 30 hours per week for 12 months
    • Full-time at more than one job: 30 hours per week for 12 months at more than one job
    • Equal amount in part-time: 15 hours per week for 24 months

Job Offer

  • You are not required to have a job offer if you are applying for Express Entry under the NB Student Connection.
  • If more than six months have passed since the completion of your studies, you will no longer qualify under the NB Student Connection.

Eligible NOC TEER Categories

It is your responsibility to demonstrate that you are qualified for a NOC TEER Category 0, 1, 2 or 3 position

Adaptability / Accompanying members

You and your spouse or common-law partner (who will immigrate with you) can earn points for adaptability. For example:

  • Your spouse or common-law partner has a language level in either English or French at CLB 4 level or higher in all 4 language abilities (speaking, listening, reading, and writing).
  • Your spouse or partner has at least one year of full-time work in New Brunswick with a valid work permit, or while authorized to work in Canada.
  • Your spouse or common-law partner completed at least two academic years of full-time study (in a program at least two years long) at a secondary or post-secondary school in New Brunswick.

Residing at time of Application

You must have lived in the province during and after the completion of your NB studies. Proof of residency
in NB should be included in your INB application under “supporting documents”. This is a mandatory
requirement and failure to do so may result in delays in the processing of your application.

Intention to live in Province

You should only apply for immigration through New Brunswick if you intend to live and work in the province.

Legal Status in Canada

  • If you are residing in Canada during the application process, you must maintain legal immigration status. Legal status means that you are authorized to enter and remain in Canada as a temporary resident for a specific period, either as a visitor, worker, or student.
  • You may register and/or apply provided you are a temporary resident with maintained status in Canada.

Funds

Settlement funds are not required for Open Work Permit holders with a minimum one-year work experience (in TEER 0,1, 2 or 3) in Canada. If you meet all the Canadian Experience Class (CEC) Program requirements,
you are exempt from settlement funds.

If you have not worked in Canada for a minimum of one year, you are required to show proof of funds.

Below is the minimum required funds (in Canadian dollars), applicable beginning April 25, 2023. ​Express Entry profile holders must update their profiles before this date.

NOTE: Bank statements with six-month transaction history are mandatory for all applicants under the New Brunswick Express Entry Stream.

Ineligibility

You are not eligible to apply if you:

  • Already have an active application registered with GNB
  • Own property and/or a business in another province or territory in Canada
  • Have an immigration application in process in another province or territory in Canada
  • Have been refused for misrepresentation through any immigration program
  • Are living in Canada illegally
  • Have been refused admission to, or ordered to leave Canada or any other country or territory
  • Are working in Canada without authorization
  • Are living in Canada and are out of legal status and have not applied for restoration of status within 90 days of having lost your status
  • Are an unresolved or failed refugee or humanitarian and compassionate claimant living in Canada
  • Have not been lawfully admitted to your current country of residence
  • Are not lawfully residing in your current country of residence
  • Have been offered a seasonal, part-time or casual job in New Brunswick
  • Are in a sales position that is based solely on commission for compensation
  • Are an individual whose job will not be based in New Brunswick
  • Are registered in the federal Live-in Caregiver Program
  • Base your application on a job offer where you are self-employed in New Brunswick
  • Are applying with an occupation that falls under NOC TEER Category 4 or 5
  • Accept an offer of employment that will adversely affect the settlement of a labour dispute, or the employment of anyone involved in any such dispute, or adversely impact training or employment opportunities for Canadian citizens or PR living in New Brunswick

The CAD$250 processing fee is payable

Submission of Application

  • Meet the eligibility requirements of the federal FSW, FST, or CEC programs.
  • Generate their Express Entry profile, and specify their interest in the province by selecting “New Brunswick” or “All Provinces and Territories”.
  • Qualify for the NBPNP stream eligibility requirements and submit an Expression of Interest on the INB portal.
    • Then you send the following information to “Entree.Express.Entry@gnb.ca” with the subject line “International Student – EE EOI”:
      • A valid Express Entry Profile Number and Job Seeker Validation Code.
      • Your INB Profile Number (Candidate ID #).
      • Proof of graduation from your institution (Accepted documents include certificate/degree/diploma, degree audit from your academic advisor, letter from the registrar’s office, complete transcript etc.).
      • Proof of residence in New Brunswick (Accepted documents include but are not limited to driver’s license, NB Medicare, rental/lease agreement, utility bills).
    • You are required to live in New Brunswick for the duration of your studies, apart from scheduled breaks and holidays.
  • Receive an Invitation to Apply through their INB portal.
  • Apply to the NBEE stream, maximum 45 days after receiving the invitation, by submitting their application through the INB portal (filling in forms and uploading required documents).
  • Accept the New Brunswick provincial nomination (after the NBPNP processes their application) within 30 days of receiving it on their Express Entry profile.
  • Obtain an additional 600 CRS points in the Express Entry profile, and receive an Invitation to Apply (ITA).
  • Apply for permanent residence through your Express Entry profile.
