The Employment Offer (EO) stream is one of Saskatchewan’s PNP streams that requires the candidate to hold a job offer from a Saskatchewan employer to be eligible.
This sub-category is for skilled workers who:
Have an offer for a skilled job in Saskatchewan.
Meet the criteria of the sub-category.
Intend to reside in Saskatchewan as a permanent resident. Note: all nominees with temporary work permits must reside in Saskatchewan.
Age
Language
- “Have a language score of at least Canadian Language Benchmark (CLB) 4.Some employers or regulators may ask for scores that are higher than CLB 4.”
- there may be a higher English language requirement if your job offer is in a regulated occupation.
Education Outside Canada
A minimum of Canadian equivalency certificate or at least two semesters (but less than a two-year program) at a university, college, trade or technical school, or other post-secondary institution to obtain points in the points grid
Work/Business Experience
- Have at least one-year work experience in the past 10 years (in your intended occupation).
- Be eligible for Saskatchewan licensing (if your intended occupation is in a regulated profession or compulsory apprenticeship trade).

Have an offer for a permanent, full-time job in Saskatchewan
Employer Official Letter
You will need a valid SINP Job Approval Letter to show proof. Employers must register with the SINP and obtain the Job Approval Letter. They will then provide the Job Approval Letter to you if you meet their hiring qualifications.
Eligible NOC TEER Categories
(NOC) TEER level “0”, “1”, “2” or “3”, or in a designated trade in Saskatchewan.
Please note the following exclusions:
- Food and Beverage Servers (NOC 65200) must apply under the Hospitality Sector Project sub-category or the Hard-to-Fill Skills Pilot.
- Truck Drivers must apply under the Long Haul Truck Driver Project sub-category or Hard-to-Fill Skills Pilot.
- Only those with high skilled health occupations eligible for the International Healthcare Worker EOI Pool can apply to this sub-category.
- Other health professionals will need to apply to the Saskatchewan Experience Health Professionals sub-category. If you are applying under NOC 33102, then you may be eligible for the Hard-to-Fill Skills (HFS) Pilot. More information on the HFS Pilot can be found at HFS Pilot.
As of May 2, 2024, some business types and occupations may no longer be eligible through this pathway. For additional details, please review the Job Offer Excluded Occupation List or the Occupation Restrictions and Requirements page.
Ineligibility
The following cannot apply:
- Refugee claimants in Canada who are claiming refugee status from the Government of Canada.
- Health professionals not currently eligible for the International Healthcare Worker EOI Pool must apply to the SINP Health Professional sub-category.
- Food and Beverage Servers/Persons (you must apply under the Hospitality Sector Project sub-category).
You may not be eligible if:
- You did not provide the required documents at the time of submitting your application.
- You were not able to prove that you plan to live and work in – Saskatchewan.
- You and or your representative have intentionally misrepresented yourselves in the application.
Application Period
Employment Offer stream applications are processed on average within 3 weeks, based on the latest estimates (April 1 to June 30, 2023) from the SINP.
An SINP Job Approval Letter is processed:
- within 15 weeks if a candidate/worker is specified,
- within 26 weeks if a candidate/worker is not specified.
Submission of Application
- Create an account.
- Complete all sections.
- Scan and upload your completed forms and supporting documents in a PDF. Keep the originals for your records.
- Save and submit your application online.
- Apply for permanent residence to the federal government (IRCC) within 6 months of receiving the nomination (after SINP processes their application). Candidates need to apply on paper to IRCC, and include the nomination documents received from the SINP.
